sessional orders today must be suspended to allow me to introduce a Bill today without delay because this issue is urgent and must be resolved, today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr Speaker:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We must be clear-eyed about threats to our nation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider what we\u2019ve seen in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The day after Hamas gleefully tortured, raped, mutilated, and murdered 1,200 civilians in Israel, a rally was held at Lakemba in Sydney.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There, a crowd cheered a radical Islamic cleric and he described the terrorist attack on Israel as \u201ca day of pride\u201d and \u201ca day of victory.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The following night, a seething mob gathered on the steps of Sydney Opera House.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They chanted \u201cWhere\u2019s the Jews\u201d and \u201cF*** the Jews.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They sought to strike fear into our Jewish community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was one of the most odious events in our nation\u2019s history.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An event where we didn\u2019t recognise our own country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But an event where did we realise that something sinister had taken root in Australia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the aftermath of that sordid evening, there was an opportunity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An opportunity for strong political leadership grounded in moral clarity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An opportunity to stop the spread of antisemitism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An opportunity to come down hard on extremism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, there was weak political leadership engulfed in a moral fog.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What followed was the tolerance of even more intolerable antisemitic incidents:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marches where genocidal slogans were chanted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Encampments on university campuses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Homes, cars, and memorials graffitied and vandalised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Extremist preachers spreading hate with impunity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Synagogues firebombed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And then came the bloodshed on Bondi Beach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fifteen innocent people gunned down by radical Islamists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The worst terrorist attack on our soil in our history.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I say again: we must be clear eyed about the threats to our nation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our borders have been opened to people who hate our way of life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People who don\u2019t want to change for Australia \u2013 but who want Australia to change for them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of course, those who seek to change Australia exist on a spectrum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are some who would use violence and terrorism \u2013 as we saw on Bondi Beach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are those who seek to incite violence \u2013 as we\u2019ve seen with radical Islamist clerics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are those who seek to import foreign hatreds \u2013 as we\u2019ve seen in rallies where protesters chant \u201cglobalise the intifada.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And there are those who, while rejecting violence, still reject Australian values.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People who don\u2019t believe in equal rights for men and women.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People who don\u2019t believe in the rule of law and want to establish parallel legal systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People who don\u2019t believe in freedom of speech, association, and religion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We must be clear: Islamic extremism has no place in this country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nor do other extremist ideologies that are weaponised for harm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The vast majority of Muslims in this country \u2013 be they migrants, conferred citizens, or Australian born \u2013 embrace our values and way of life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They are not peddlers of political Islam.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that\u2019s all the more reason why our nation must confront radical Islamism and political Islam which are threats to us all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Threats both imported and homegrown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Threats that will be amplified with the repatriation of the 34-strong ISIS bride cohort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr Speaker:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let\u2019s be clear about these ISIS sympathisers or the ISIS brides \u2013 a label which conceals all manner of sins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These people chose to abandon Australia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They chose to travel to terrorist hot spots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They chose to support one of the world\u2019s most evil and barbaric death cults.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They chose to steep their children in a monstrous ideology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They don\u2019t deserve compassion \u2013 they deserve condemnation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And they pose an unacceptable risk to Australia because of their terrorist sympathies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their children, likewise, pose a risk to Australia because of the hate which has undoubtedly filled their minds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the 34-strong cohort of ISIS sympathisers are allowed into Australia, they would import hate and be incubators of hate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their repatriation fails the values test, fails the security test, fails the fairness test, and fails the pub test.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And yet, repatriation appears to be proceeding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government has tried to shroud this process in secrecy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But we know a few things.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We know DNA testing has been conducted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We know passports have been granted and citizenship applications processed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We know that just one Temporary Exclusion Order has been issued \u2013 raising more questions than answers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Home Affairs Minister has the power to issue more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He does not need to hide behind advice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He has&nbsp;<strong><u>chosen not to<\/u><\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I\u2019ll repeat that. He has chosen not to.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And this is a crucial part of the way this legislation is put together. He can issue temporary exclusion orders, independent of intelligence advice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We know the Home Affairs Minister has discussed repatriation with Save the Children \u2013 and with his mate and political-backer, Dr Jamal Rifi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And we know the Premiers of Victoria and New South Wales have been engaging with the Commonwealth for months on return and reintegration issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Albanese Government is not being upfront with Australians when it pretends to be at arm\u2019s length from these repatriations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But what is absolutely clear is this, Mr Speaker:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under Labor, non-government third parties have been empowered to facilitate the re-entry of terrorist sympathisers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, the government is outsourcing decisions that affect the security of all Australians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That loophole must be closed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the Coalition seeks to close this loophole with the<em>&nbsp;Criminal Code Amendment (Keeping Australia Safe) Bill 2026<\/em>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr Speaker:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed legislation that we bring before the Parliament today has three clear objectives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, it will end the freelancing of non-government third parties who seek to bring dangerous individuals into Australia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bill amends the Criminal Code Act 1995 and creates a new offence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would make it a crime to assist the entry into Australia of an individual:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7&nbsp; &nbsp;&nbsp; who has been in a terrorist hotspot;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7 &nbsp; &nbsp; who has links to a terrorist organisation; or<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00b7&nbsp; &nbsp;&nbsp; who has committed terror-related offences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They are crucial pre conditions.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this, the Bill seeks to achieve a second objective which is restoring ministerial accountability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through our proposed legislation, any non-government third party that seeks to provide repatriation assistance must obtain written prior permission. Must obtain written prior permission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And both the Home Affairs Minister and Foreign Affairs Minister must approve any non-government third party repatriation assistance for individuals affiliated with a terrorist organisation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, they must be accountable for the decision. And that\u2019s how ministerial accountability should work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such authorisations will ensure that ministers are responsible for significant national security decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We want the government to take back control over who comes into our country \u2013 instead of outsourcing control to third parties and turning a blind eye.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The third objective is technical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under section 119.2 of the existing Criminal Code, it\u2019s a criminal offence to enter- or remain in- a declared terrorist area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This Bill seeks to extend the sunset date of this provision from 7 September 2027 through to 7 September 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr Speaker:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Australians have had a gutful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They can see the country they love changing for the worse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Coalition\u2019s goal is clear:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We want to shut the door on returning ISIS sympathisers. Shut the door on returning ISIS sympathisers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We want to shut the door on Islamic extremism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We want to shut the door on those who don\u2019t subscribe to Australian values and our core beliefs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bill that the Coalition has brought before the Parliament is a test for the Prime Minister.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Will he keep the door shut to protect our way of life?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Will he help shut the door to protect our way of life?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Or will he keep the door wide open because he cares so little for our way of life?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mr Speaker, standing and sessional orders today must be suspended to allow me to introduce a Bill today without delay because this issue is urgent and must be resolved, today.
